The Pact
The Pact were a surface tribe, unusual in the fact that they were all pacifists. They did not carry or use weapons, and used psionic abilities to defend their territory.
Of late they have changed their nature somewhat radically. They have come under the control of an entity they refer to as the Guardian, or occasionally the Guardian Spirit. This spirit has called upon the people of the Pact to take up arms to combat a growing evil or growing darkness. The leader of the Pact carries a staff which houses a powerful psionic entity, much like Aura, and it is likely this entity is the Guardian.
During Operation 22 this leader came to visit the FEF at Ford Ned and psionically assaulted a great many of those present. Those assaulted have spoken of an unnatural calm that fell on them, suppressing emotions and emotional responses. This suppression continued until the leader left. It would eppear some FEF were psionically assaulted on a deeper level, possibly even controlled, evidence exists that two or three FEF were not in full control of their actions.
The Pact were requesting unhindered access to UC lands in order to recruit more people for their holy war. This access was granted by Major Sergeant but then rescinded the following morning. At the current time, The Pact are not welcome on UC lands and their leader is to be shot on sight.
